Statutes – interpretation of – traffic offences – s 73(1) of the
National Road Traffic Act 93 of 1996 (the Act) – meaning to be ascribed
thereto in relation to a trailer in tow – whether a trailer towed by a self-
propelled vehicle as defined in s 1 of the Act is itself actually being driven –
