A person who owed rates to a municipality for a period from 1907-1914 applied for a statement under sec. 47 of Ord. 9 of 1912 to enable him to pass transfer of the rated premises, and tendered the rates for the two years immediately preceding the application, Held, that the municipality had no vested right under sec, 26 of Ord. 43 of 1903 to insist on the payment of all the rates in arrear, and that the applicant was entitled to the statement applied for.
