Case summary

When the law requires notice of a meeting to be published two months before the date of the meeting, as sec. 65 (2) of Act 31 of 1909 does, it intends the persons entitled to such notice to have notice of the meeting two months prior thereto. Hence a notice posted in South Africa two months prior to such a meeting and directed to persons in England is not published two months prior to the date of such meeting within the meaning of sec. 65 (2), read in conjunction with Procl. 15 of 1902, sec. 12.
