Case summary

Sub-secs. 32 a,nd 35 of sec. 88 of Ord. 9 of 1912 empower municipal councils to make bye-laws for regulating, restricting and licensing the use of motor cars,
within the municipality and for licensing and regulating private vehicles. Held, that the sub-sections were intra vires the Provincial Council, Held further, that the municipal council in making such bye-laws was entitled to
charge a fee for such licences.
