Administrative law – review of a tender award – four-year contract concluded
pursuant to a tender award challenged for non-adherence to provisions of the Preferential
Procurement Policy Framework Act 5 of 2000.
Mootness – with about three months before expiry of the contract period a decision on
appeal would have no practical effect - no discrete point of public importance that would
affect matters in the future – appeal dismissed with costs.
